- Granted the CIPS Information Systems Professional (ISP)
professional designation in 1991.
The
publication CIPS Connections is produced by the non-profit,
impartial so very much respected, prestigious Canadian
Information Processing Society [CIPS]. CIPS is the official
voice of the computing industry, produces the only
government recognized professional designation [ISP], and
accredits the computing programs of universities. Members
include CEOs or CIOs of organizations and corporations;
senior IT officials of government agencies; valued added
resellers; major consulting firms/businesses/accounting
firms, colleges and universities, and so on. In addition,
most senior computing professionals are members plus
computing students. CIPS also received added international
attention when they hosted the 2002 World Computing
Congress, which is the world's only global congress with
official representation of the Information Technology
Federations from more than 60 countries and most major
research institutions.
CIPS members consist of IT business
professionals who undergo yearly demanding professional
development in terms of considerable time, energy and costs.
This is required to stay abreast of the rapidly changing and
dynamic field. In addition, national IT federations such as
CIPS are beginning to add government recognized professional
credentialing to ensure standards; much like in the medical,
legal, accounting and engineering professions. For example,
a four-year degree majoring in computing science, combined
with four years of proven and carefully documented
professional development is considered equivalent to and
qualified for a professional designation. The four years of
education deemed equivalent to actively working in the IT
field where there is management, high-level analysis,
synthesis, evaluation and judgement—focal points to be
qualified for a professional designation and recognizing
professional development through a variety of measured
means. Also, there must be ongoing provable and documented
professional development (involving management, high-level
analysis, synthesis, evaluation and judgement) to continue
to hold a professional designation. The movement is to
standardize and to recognize the value of high-level
professional development which is required for IT
professionals.
A summary of accreditations/partnership/...etc/

Stephen Ibaraki has taught extensively as a college faculty member in business and computing for 25 years earning an Excellence in Teaching Award, the Most Inspirational Instructor Award, and perfect teaching evaluations. He designed curriculum, entire programs, and taught courses related to computer science (programming logic, assembler, C, C++, VB, operating systems, data communications, Unix), information systems (business systems, SQL databases, networks, Microsoft, Novell, micro applications), and business (advertising multi-media support, marketing, quantitative methods or financial math). Various duties included as senior faculty, technical manager of advanced professional programs, head of research of advanced professional programs, computing convener [akin to computing head].
Stephen Ibaraki designed and implemented the first client/server labs sponsored by Chevron/Hitachi and featured in the media, the first industry/academic/CIPS accredited programs, and received letters of commendation and/or recommendation from the college board chair, college president, dean and has been profiled in college publications for his achievements. In 2002, he was invited to present at the World Computing Congress, the only Canadian college faculty member and company chairman invited to do so. He retired from teaching in Jan 2005 from the public degree-granting CC School of Business . In 2005, his work was cited along side Tim Berners-Lee, inventor of the World Wide Web and the current director of the World Web Consortium (W3C), in a paper on the Semantic Web by the Boeing Phantom Works for the W3C.
Earlier Stephen Ibaraki graduated from college (OUC) completing undergraduate studies in science, engineering, and accounting. Amongst his notable achievements he received a scholarship as an outstanding, top-ranking science student as well as one from the defense command for his academic scholarship and as a future leader. Stephen went on to achieve his government legislated IT credentialing, the ISP professional designation/accreditation from CIPS (which integrates computer science, information systems, business, and demonstrated high-end professional-level practice and development). Stephen also undertook graduate studies in business from the UK and in Canada (AU). In his Masters studies, he achieved an unprecedented official 100% (101.257% unofficially). - July 27th, 1994, from the non-profit, Canadian Information Processing Society, College Program Accreditation Council Accreditation draft report:
"…Each year the faculty and students elect a "Master Teacher" from among all faculty members. For three of the past five years the award [nomination] has been given to Stephen Ibaraki of the BCOP [Business Computing Co-op Program]. This recognition of Mr. Ibaraki's outstanding effort and commitment by his students and his peers indicates that the BCOP program is fortunate to involve efforts from a dedicated individual who is viewed as a role model by his peers and a mentor by his students. Officials of the college are to be congratulated on their ability to recruit and retain such a highly valued individual…"
- Circumstances and scheduling permitting (and typically difficult), Stephen’s last major speaking engagement was in London though he did carefully weigh subsequent speaking requests for
example to speak/present in the latter part of 2002 from such diverse groups as Comdex USA and the World Computing Congress. Stephen was requested by
Xephon (based in England), a leading European publisher, consultancy, conference sponsor, and marketing research firm to lead ten back-to-back briefings held over two days at an international conference for enterprises, in London England, April 2000. According to Dr. Kaminski [portions extracted from a letter],
"As an organiser
of international conferences and head of research at Xephon,
a large-systems consultancy in the UK, I have been
privileged to know Stephen in a professional capacity. I
have been fortunate to work with many of the foremost
figures in the IT sector - none has been more commendable
than Stephen Ibaraki…Stephen achieved the highest ratings of
any speaker. He has also produced the most written material,
and the most slides of any speaker at a Xephon conference.
Furthermore, he is the only international speaker who has
given ten presentations back-to-back during a
conference...His decision to pursue a career in education,
rather than in commercial IT, is an example of Stephen’s
ability to place the needs of others before his own. His
belief in the importance of education has been an immense
benefit to Canadians, and to Canada. Stephen has always
striven to do more to help others - his work to provide
support and recognition for women in IT is a sterling
example. We live in an era where the need for top-quality
education is becoming paramount, and the achievement of this
will secure Canada's position on the world stage. It is
through the work of people like Stephen that this will come
about…."
- Stephen has encouraged professionalism in the IT industry including providing his views on the ISP designation. For example, in brochures and on the back of the CIPS membership cards for 2001 carried this quote:
"As a globally recognized standard, the ISP brings tremendous value to my work as an educator, writer, researcher, and speaker."
- Selected by Smartforce (now called Skillsoft) in 2000 to provide live Internet broadcasts on technology with live Questions and Answers. Skillsoft/Smartforce, the world's largest e-learning company in 65 countries with 300,000+ learning objects and more than 4.5 million users, 2500+ clients, webcasts available to Internet users.
“Stephen Ibaraki, ISP, is world-renowned with a career
stretching over 35 years... Stephen's global expertise is
evident in numerous international IT briefings, his last
held in London, and he reigns as the seminar leader for
Worldwide Internet Broadcasts..."
